A new British domestic violence tool is being developed. As of April 2023 the tool is unnamed. The tool will include the capacity to identify perpetrators without conviction.[1][2] In Common Law a person is not a perpetrator until convicted. As such this is further evidence of the shifting of the onus of proof in the UK.
