In our society it is ok to have sex with any consenting adult. This isn't true in every society. In some countries doing that will get you jailed but in western nations at you can have sex with any consenting adult.

Therefore the default state for a person living in a western nation is to be allowed to have sex with any consenting adult. When most people marry they promise to cease having sex with other people and become monogamous. In return for this the two people agree to focus on keeping each other sexually satisfied. Many wedding vows explicitly include this provision.

There are two aspects to this agreement. Becoming monogamous and sexually satisfying your partner. Breaking either of those provisions breaks the agreement with the spouse.

It follows then that denying sex in a marriage is in fact cheating since it is breaching the same agreement that would be breached if one partner was to have sex with a person outside the marriage (without the consent of their spouse).
