Garcia's mother had applied for and been granted guardianship over Ariel Garcia on the basis of her daughter's growing drug use and that she was known to be violent and unpredictable. In 2023 Washington state introduced the Keeping Families Together Act which some commentators argued delays authorities in rescuing children such as Ariel.
