Even in wartime most military roles are not front-line combat roles.
Ever heard the saying "Amateurs talk strategy; professionals talk logistics"?
Until about 150 years ago more soldiers died of attrition than combat. A big part of this was because they were poorly housed, fed and and clothed.
Modern militaries have massive logistical infrastructure aimed to sustain combat forces. Without this infrastructure they quickly run in to problems.
I had a quick look. Some sources claim Ukraine and Russia are running close to 1:1. Even that would have half their forces in support roles and that almost certainly isn't the case.
The best the US military has ever managed, even in wartime was about 1:4 which would mean about 20% of their total strength was combat forces.
Enly a minority of military roles are combat roles. Being conscripted does not imply being in a front-line combat unit.
