Women proceed to take roles formerly undertaken by men in Besant's Victorian era. Eventually society stagnates and becomes dictatorial. The novel is generally viewed as being anti-suffragette.
Walter Besant died in 1901 so the novel should be in the public domain in all jurisdictions.
