The man may have deliberately flown the flag right in her face or he may have mistimed it and gotten closer than he meant to.
She had to run back to push the man. The incident was over, she should have kept walking. Some will see this as an example of FAFO.
He may not have intended to hit her that hard that he did her real damage. The hit doesn't look that hard to me. Never-the-less it was the wrong reaction. He should have avoided engaging with a woman and walked away. It's safer for him, and as it turned out, safer for her.
This could have all been avoided if she had kept walking or if he had kept walking.
This was a pointless unnecessary conflict.
