The resignation came after bipartisan criticism from members of Congress, including Mitch McConnell and Chuck Schumer, who testified before a congressional committee about the university's handling of the issue. A report by the university’s task force on antisemitism, published in November 2023, highlighted systemic shortcomings in addressing hate speech and ensuring student safety.

On December 8, 2023, Elizabeth Magill announced her resignation, effective immediately, in a letter to the university community. She stated that she would "step aside to allow the university to move forward with the necessary reforms." The resignation followed a week of intense scrutiny, including a hearing by the U.S. House Committee on Education and the Workforce, which examined the university’s leadership and policies.

The University of Pennsylvania has since appointed a new interim president, Amy Gutmann, former president of the university, to oversee the transition and implement recommendations from the task force.

Elizabeth Magill's resignation sparked mixed reactions. Supporters praised her efforts to modernize the university’s governance and promote diversity initiatives, while critics argued that her leadership failed to adequately address the crisis of antisemitism. A New York Times article from December 2023 noted that her departure "marks a turning point for the university as it seeks to reconcile its historical legacy with contemporary challenges."

In a separate development, Harvard University faced similar scrutiny in December 2023 over its handling of antisemitism, with bipartisan lawmakers calling for testimony from its leadership.
