A national association should create a mission statement outlining clearly what the organisation wants.  While associate membership should be open to anyone, full membership (or perhaps contributing membership) should be available only to people who are active in the movement.  Anyone wishing to become a contributing member should become an associate member first and then apply.&lt;/div&gt;</summary>
